The working
of Municipal Corporation is based on the Committee system under which various Sub Committees dealing with specified subjects, such as Water Supply & Sewerage, Roads, Slum Development, Fire Services, Environment & City Beautification, House tax etc. have been constituted. Each of these Sub Committees is headed by a Chairman whereas the Finance & Contract Committee is headed by Mayor. Different Committees have been delegated financial and other powers to carry on the work relating to Municipal Corporation functions. In cases involving financial implication beyond a certain limit and those involving policy decisions, the matter is finally referred to the general body meeting of the Corporation.
The various committees constituted by Municipal Corporation are :

Roads Committee.
4).
Sanitation Committee.
5).
Electricity Committee.
6). Environment & City Beautification Committee.
7).
Fire Services Committee.
8).
Apni Mandi Committee.
9).
House Tax Assessment Committee.
As far as the functions are concerned, the transfer of powers and duties have been made with respect to the major civic amenities, such as sanitation, fire service, provision of amenities in slum areas, roads and parkings, horticultural installations relating to parks and gardens, water supply, sewerage and storm drainage, street lights, public amenities such as toilets, bus shelters etc. Since all these functions were being performed by Chandigarh Administration through its various departments prior to formation of Municipal Corporation, the staff working in these departments was also transferred to M.C. alongwith transfer of functions. Accordingly, with the transfer of functions and staff, the transfer of resources has also been done by the Administration, on both plan and non-plan side.
The transfer of funds is governed primarily by the recommendations of State Finance Commission and the 2nd Delhi Finance Commission which is also looking after Chandigarh has given its recommendation with regard to the period 2001-2005. These recommendations have already been accepted by Chandigarh Administration and further referred to Ministry of Home Affairs for its approval.
